The First Seed Material or FSM DLCs are great, and if you et all of them, it's essentially a whole second base set of materials, and their art style fits rather well next to the RTP so even if you just get one, it wont really look out of place. If you would like suggestions for DLCs people think are worth it, I can throw a few out there for you.
The answer is really simple, the important DLCs are the ones you believe you will actually use. Like a lot of people already said, this question is asked often.
Usually there is a summer sale where a lot of the dlcs will go down in price if you have your eye on a couple of them. Put some of them on your steam wishlist and watch for sales if the budget is something you have to consider. if you are not sure of a project yet, then I would suggest working with the base assets for now until you get a better idea what type of game you want to make and go from there. (underwater type caves + minecarts are two examples I can think of from the FSM Wood and Cave DLC.) If you are more referring to the music and sound effect DLCs then like what was stated above, you need to know what type is relevant to your project and go with that. First Seed material stuff is like the default grahics in nature but much more detailed and provides some alternative map options as well. If you don't plan on using those graphic styles then getting any of these might not be for you. These offer alternative graphic solutions for your maps, characters and in some cases the icons as well.
Watch for ones that are made for series of graphics like Time Fantasy, Pop Horror City and High Fantasy.
